OBIEE 12c: Enterprise Manager - Metrics Not Showing properly

Symptoms
On : 12.2.1.3.180717 version, Analytics
Fusion Middleware control is having issues to display the server CPU metric and also the cluster status properly. After running for a period of time, the below are showing in EM:
- Cluster component is showing yellow.
- Monitoring section will be yellow in the cluster and red on each clustered server.
- Metrics are no longer available.
This is resolved by restarting all OBIEE services and will occur again after few days.
