Getting HTTP 403 Error After Configuring SAML2 SSO For OAS

Information in this document applies to any platform.
Installed OAS 5.5.0 and configured it for end-to-end SSL using a CA signed cert and JKS Keystore.
All SSL cross-checks are verified as successful. Non-SSL ports have been disabled.
Then followed Doc ID 1350125.1 to configure SAML 2.0 Service Provider for SSO and SAML2 compliant provider Shibboleth as the identity provider.
The same SAML2 configuration procedure was performed for OBIEE versions 184.108.40.206 up to and including version 220.127.116.11 and worked fine.
But when try to access OAS, users are getting a HTTP 403 error.
