OBIEE 12c - Multiple Crashes/Hang/Restarts And Users Cannot Login (Doc ID 2643178.1)

When attempting to enter login credentials to OBIEE, login just spins and does not open to the main web page.

A recycle of the system will allow access to OBIEE again.

See errors around the time of the issue indicating a loss of communication / connections, but not the cause.

The issue can be reproduced at will with the following steps:
1. OBIEE becomes inaccessible.  
2. Users start spinning when running reports.
3. New users cannot login and just see spinning when trying to login.
