Essbase: When Executing MaxL to Build Dimensions Using Java API Getting Error: Essbase Error(1290101): This MaxL statement requires client support. This is not supported yet. (Doc ID 2655289.1)

Symptoms

MAXL statement to build dimension:
"import database app.db dimensions connect as <username> identified by <password> using server rules_file 'db.rul' on error append to 'dimbuild.err'"

When building outline using above MaxL Statement using JAVA API  getting below error
com.essbase.api.base.EssException: Cannot execute maxl statement. Essbase Error(1290101): This MaxL statement requires client support. This is not supported yet.

Note: if running maxl using the essbase secure port in Java API

ie.,
private static String s_olapSvrName = "<EssbaseServer>:<AgentSecurePort>:secure"; 
IEssOlapServer olapSvr = dom.getOlapServer(s_olapSvrName);

   try {    
               IEssMaxlSession maxLSession = olapSvr.openMaxlSession("MASS_MAXL_SESSION");
               maxLSession.execute(import database app.db dimensions connect as <username> identified by <password> using server rules_file 'db.rul' on error append to 'dimbuild.err'");
            }
           catch(Exception e) {
             e.printStackTrace();
           }

then error strack trace will be as below:
com.essbase.api.base.EssException: Cannot execute maxl statement. Essbase Error(1243008): MaxL Internal Error caused by error [java.io.EOFException]

However, the underlying cause is due to the same Essbase Error(1290101): This MaxL statement requires client support. This is not supported yet.
