"The location specified already exists and is a nonempty directory" Error While Running the Infrastructure Installer (Doc ID 2655561.1)

Symptoms

You are trying to install OBIEE as per the instructions in the Installing and Configuring Oracle Business Intelligence guide, however while running the Infrastructure Installer the process fails on step 3 (Installation Location) with this error:

INST-07319: Validation of Oracle Home location failed. The location specified already exists and is a nonempty directory and not a valid Oracle Home
Provide an empty or nonexistent directory location, or a valid existing Oracle Home

You have checked on the file system and the directory is empty:

$ ls -l <target_directory>
total 0
