OBIEE 12c - case sensitivity of USER session variable value

Symptoms
Upon log in to analytics, USER session variable is populated with lower characters in OBIEE 12c in SSO or Non SSO setup.
The reports are failing as there is a where clause using VALUEOF(NQ_SESSION.USER) compared with database column with upper values.
There are over 1000 reports which are failing.
The reports worked ok in OBIEE 11g where Authentication and Authorization session initialization blocks configured for Security.
