Symptoms

A PO, initially created with a buyer X, changed to buyer ‘Y’ later on in EBS (R12.1.3) source application. As per Oracle EBS standard functionality, a buyer can be changed after the PO is created, but after the buyer change, BUYER_WID column populated as zero in W_PURCH_COST_F table.

Changes

 In EBS (R12.1.3) source application, buyer was changed after the PO creation.
