When Scaling Out In A Horizontal Cluster Beyond Two Node, The Cluster Controller, Scheduler Components Only Start On Two Nodes At A Time (Doc ID 2696320.1)

Symptoms

You have implemented an Oracle Analytics Server (OAS) or Oracle Business Intelligence (OBIEE) 12c instance in a two-node scale-out horizontal cluster. All the services are starting and working as expected.

Next, you add a new (third) node to the cluster. I it is observed that the scheduler (obisch3) and the cluster controller (obiccs3) components do not start on the third node.

The components not starting can be observed in the logs.
