Symptoms

OBIEE 12c configuration steps failing, unable to start Node Manager

The OBIEE Configuration utility <oracle_home>\bi\bin\config.cmd is failing to complete the configuration process, erroring during the BI Startup phase with an 'failed with exit value 1' error. Closer scrutiny of the log files shows the node manager is not starting, with an 'NMProcess 'xyz' is not recognized as an internal or external command' error.

OBIEE 12.2.1.3 is being installed with weblogic 12.2.1.3 on Windows Server 2012 R2 .
