Configuring Oracle Database as the Authentication Provider in OBIEE 12c and getting error "Error listing users" (Doc ID 2717654.1)

Symptoms

Unable to configure Database as the Authentication Provider using Oracle Database.

After configuration viewing users and groups in WebLogic Console, they do not appear and see the following error messages in AdminServer.log.

Test connection to the Datasource in WebLogic Console shows successful. For simplicity had used plaintext password for this test.
