Hyperion Planning: Cannot Refresh the Planning Application - "The Essbase Connection Failed." (Doc ID 2747907.1)

Symptoms

The Planning Application refresh fails.  After validating the Essbase connection in the Planning datasource, it fails with Error "The Essbase Connection Failed."

 

Essbase server is up and running and responsive.
