When attempting to embed an external page in a dashboard the following message is displayed:

<url> refused to connect

You have modified the Content Security Policy as per the instructions on OBIEE 12c: External Embedded Content is Not Displayed (Doc ID 2273854.1) or Register Safe Domains but the issue persists.
