Financial Reporting (FR) Studio Desktop Client Installer Program Is Missing From The Latest Patch Set Update (PSU) For 11.1.2.4 Release (Doc ID 2754136.1)

Symptoms

 After implementing either one of the following PSU for FR 11.1.2.4, Financial Reporting Studio option is no longer available from Workspace's Tools->Install menu.   In addition, on FR Web server machine, the directory folder <Oracle_Home>\Middleware\EPMSystem11R1\OPatch\<FR_patch_number>\files\common\epmstatic\reporting_analysis\client is without FinancialReportingStudio.exe program.
