As data is inserted, deleted and updated in database tables, fragmentation of the database index structures can occur.
This physical fragmentation can cause the SQL Server optimizer engine to determine that scanning table rows is more efficient than scanning the index causing performance degradation.
Rebuilding indexes needs to be performed when user sessions aren't using the indexes for table row locking.
