Patch 31924963 fails with OUI-67073 error.

Error:

OUI-67085:ApplySession adding interim patch '31924963' to inventory
Not able to copy <patch_location>/etc/* to inventory.
[ Error during Update inventory for apply phase ] Detail: OUI-67073:OPatch failed: ApplySession failed in system modification phase... 'ApplySession::apply failed: java.lang.RuntimeException'
