Can't Create New FR Report Using Web Studio with error like "invalid footer size " (Doc ID 2764433.1)

Symptoms

 Launch FR Web Studio on 11.2.4 version, when  tried to add grid after click on new report button, there's an error that said "invalid footer size Footer size should be less than -496062981,126389".

Tried using Google Chrome and Internet Explorer, same issue.
