Symptoms
Your infrastructure team may have blocked Oracle Notification Services (ONS) communication (default port 6200) via a firewall to the RAC database due to an issue with ONS not releasing socket connections as observed by the command: netstat -an | grep 6200
The build-up of connection causes the obis1 (obisN) server process to be stopped and started periodically to clear the connection backlog.
