Unable To Default Analysis Editor Start Tab To Criteria (Doc ID 2769192.1)

Symptoms

On : 5.9.0 version, Analytics

In OBIEE 12c, the instanceconfig.xml was updated to default the analysis editor to criteria tab instead of results tab.
After upgrading from OBIEE 12c to OAS, while trying to keep the same default analysis editor behavior, instanceconfig.xml has been changed to the following and a restart of services has been performed.

<AnalysisEditorStartTab>answerCriteriaAlways</AnalysisEditorStartTab>

But this has no effect in OAS. When users click on Edit To Open an Analysis Request, it still goes to Results Tab instead of Criteria tab.
