Symptoms

Executing a java application that calls the BI Publisher Catalog Web Service errors intermittently.
The java application uses the catalog web service to deploy Bi Publisher .xdo and .xdm files.


The errors from the client-side display:

Client received SOAP Fault from server: java.lang.RuntimeException: java.lang.RuntimeException: Failed to retrieve data from Presentation Server. Could not connect to OBI Presentation Service Please see the server log to find more detail regarding exact cause of the failure.

or

Client received SOAP Fault from server: oracle.xdo.webservice.exception.OperationFailedException: PublicReportServiceImpl::executeUploadReport Failure: Due to unable to create new Report Object as AbsolutePath [/path/path/a.xdo] due to java.io.IOException: java.rmi.RemoteException: Error retrieving user/group data from Oracle BI Server's User Population API.; nested exception is:
javax.xml.ws.soap.SOAPFaultException: Error retrieving user/group data from Oracle BI Server's User Population API. Please see the server log to find more detail regarding exact cause of the failure.
