Extracted Metadata cannot be loaded again with no changes (Doc ID 2774138.1)

Symptoms

In HFM application, metadata was extracted in app or xml format. When loading same metadata to same application again with no changes, it failed to load. Users may see different errors in the load log. The error is not consistent across all application. It may differ application to application.

Expected Behavior:

The metadata was extracted from the same application. When loading the same file to the same application with no changes, it should not give any errors.
