Symptoms

Application log has the following when a member is being added to the outline in Essbase on Marketplace:

[2021-05-05T15:07:38.803-07:00] [ACTDVR] [NOTIFICATION:16] [OTLAPI-309] [OTLAPI] [ecid: <ecid>] [tid: <tid>] [REQ_ID: <req_id>] [DBNAME: <dbname>] The feature is unavailable in this Outline version, please migrate Outline first

The outlines need to be migrated to the Essbase 21 version.
