Presentation Server Fails To Start (Doc ID 2782098.1)

Symptoms

When starting the services, the presentation server fails to start (OBIPS).

In obips1.out file, could see the following error:

[Util Logger] Exception occurred:

Type:PKN3saw9ExceptionE
File:project/webxml/saxreader.cpp
Line:812
Message: Sax parser returned an exception.
Message: invalid document structure, Entity publicId: $DOMAIN_HOME/config/fmwconfig/biconfig/OBIPS/instanceconfig.xml, Entity systemId: , Line number: 1, Column number: 1


Also when trying to view the contents of the instanceconfig.xml in browser, could see the below message
