Smart View POV Bar Flickering or Jumping during the Sheet Refresh in Extended Monitor

Symptoms
When user open any Hyperion Financial Management(HFM) Forms in Smart View and click on refresh, It is working correctly in the user laptop. However, when the user connect to an extended monitor, during the Refresh, the POV was flickering or jumping. User is seeing a black screen on the POV bar for few seconds.
When placing POV bar at the top, there are no issues. When dragging the POV bar to the sheet, it is flickering. However it happens only on the Extended monitor. It is not flickering or jumping in laptop screen without using extended monitor.
