NQSError: 46164 Generated Every 5 Min Into Obis1-diagnostic.log (Doc ID 2796819.1)

Symptoms

After upgrading to OAS 5.9 the below error messages constantly added into <DOMAIN_HOME>/servers/obis1/logs/obis1-diagnostic.log every 5 min.  There is no behavioural impact on this. However , logs are getting loaded in to file every 5min.
 
ERROR

 [nQSError: 46164] HTTP Server returned 404 (Not Found) for URL .
Warning : SLCM get XSACacheConn failed: Error duing SLCM HTTP call: [nQSError: 46164] HTTP Server returned 404 (Not Found) for URL

 Upgraded from OBIEE 12.2.1.4.0
