Symptoms

After OAS inplace upgrade from OBIEE 12.2.1.4 obis2 on node2 fails to start.

Starting obis2 (Original State:SHUTDOWN) ...
Received error message from Node Manager Server: [Server start command for OBIS server 'obis2' failed due to: [Unexpected exception from Plugin: java.lang.RuntimeException: Failed to get environment  Encountered duplicate default key: key=oac.legacy.namespace; type=DH]. Please check Node Manager log and/or server 'obis2' log for detailed information.]. Please check Node Manager log for details.
