EPM: 11.2.6 Install Errors: "Internal Error: File Copy failed. Abort Install" Unable to Deploy Weblogic Services from 11.2.6 EPM System Configurator

Symptoms
During 11.2.6 installation to "Apply Update" to existing 11.2.4 or 11.2.5 installation, several DOS windows will appear as Weblogic Server and ODI files are installed. These DOS windows should show installation progress but result in an error:

Note that ODI is installed for FDMEE and Weblogic Server is installed on every EPM server as part of Foundation.

The jdk is not accessible.
Please set appropriate JAVA_HOME and run again.
