Logins to OBIEE 12c via SSO Intermittently Get Stuck in a Loop

The April 2021 Bundle Patch was applied to an OBIEE 22.214.171.124 environment which is configured for SAML SSO. The analytics.ear file (from the patch) was updated to add the Security Role and members, and the application was re-deployed.
The users can log in successfully via SSO (initially), but on clicking the Sign Out link the user gets stuck in a redirection "loop" with navigation between the .../sso/saml and .../analytics/default.jsp URLs. The user has to clear the web browser cache / cookies, and will then be able to re-login via SSO.
The expectation - based on the "pre-patch" behavior - was that on clicking the Sign Out link the user would get re-authenticated and land back in the OBIEE home page.
