Hyperion Planning: Not Receiving E-mail Notification While Promoting Planning Cycle From Finance To Approver (Doc ID 2807436.1)

Symptoms

The planning cycle is configured as Planner -> Finance -> Approver. We are receiving email notifications when promoted from Planner to Finance, but not when promoted from Finance to Approver.
Planner --> Finance ---> Approver
When the Approver rejects and sends back to Finance (the Finance receives an email).
When the Finance sends to the Approver (the Approver does not get an email).
