Error In Importing Data Sets or Data Flows

Symptoms
Create a dataset/dataflow in higher version and import it in lower version, errors out
For example when importing *.dva files into OAS 5.5.0 from OAS 5.9.0, import failed and the below error is observed in bi_server1-diagnostic.log
