Executing Data Load Rule in a new FDMEE Environment Failed with "Error during ODI Process Submission" (Doc ID 2815259.1)

Symptoms

When running Data Load Rule in Data management, it failed with below error.

"Error during ODI Process Submission. ODI Connection information may not be correct or ODI Agent may not be running. Please check and resubmit the job."

Below error can be found in aif-WebApp.log 

[partition-name: DOMAIN] [tenant-name: GLOBAL] [SRC_CLASS: com.hyperion.aif.util.RuleServiceExecutor] [SRC_METHOD: executeDataRule] An Error occurred while invoking ODI process.[[
oracle.odi.runtime.agent.invocation.InvocationException: ODI-1212: Session preparation failure: scenario COMM_LOAD_BALANCES does not exist in work repository FDMEE.
at oracle.odi.runtime.agent.processor.impl.StartScenRequestProcessor$1.doAction(StartScenRequestProcessor.java:491)
