Hyperion Planning - Dimension Provisioning Doesn't Work for Some of the Active Directory Users (Doc ID 2818763.1)

Symptoms

While provisioning Active Directory users in Planning dimensions, they appear in the available users' list but after successful assignment, they don't appear in assigned users list.

Below error found in the Planning logs:

Errors occurred during synchronization: [An error occurred while adding user to Essbase., ORA-02291: integrity constraint (META_PLN_APP_<App_Name>.FK_HSP_UIG_UID) violated - parent key not found
