Oracle Analytics Server Configuration Failed With Error ORA-01017 or ORA-12504 (Doc ID 2822420.1)

Symptoms

Oracle Analytics Server 5.9.0 configuration is failing with following error.

64254: Error occurred in "OWSM Processing" phase execution
64254: Encountered error: oracle.mds.exception.MDSRuntimeException: MDS-00003: error connecting to the database
java.sql.SQLException: ORA-01017: invalid username/password; logon denied

There is no issue connecting to the RCU database using the same credentials used for the configuration.
