Essbase 21c: Admin ID Losing Administrative Privileges and Unable to Create a New Native ID in Shared Services (Doc ID 2825384.1)

Native EPM admin user account loses administrative privilege's on Essbase cluster and trying to create another EPM native account results in the following error message:

EPMCSS-20550: Failed to create user admin1. Error executing query. ORA-02291: integrity constraint (MR2K691_HSS.CSS_USRID_FK1) violated - parent key not found\n. Verify Native user directory configuration.

Logs show the following error message:
