Importing Catalog From BAR File While Migrating From OBIEE To OAS Fails With "unique constraint violated" Error (Doc ID 2831731.1)

Symptoms

Out of place upgrade is performed from 12.2.1.3 to OAS 5.9.

Importing bar file into the OAS instance using ./importarchive.sh fails with below message:

Import Archive Failed with Error : Operation Failed
ERR:Plugin:com.oracle.bi.contentstorage.metadatalcm.ContentStorageMetadataPlugin:commitImport Operation:importBAR StatusCode:Operation Failed
