After HFM Upgrade to 11.2.4, Data Forms Picks wrong Cell Information and POV (Doc ID 2834449.1)

Symptoms

Problem with background POV in data forms after upgrade from 11.2.1 to 11.2.4

Steps to reproduce the issue:

1. Open a webform for which some dimensions are not defined in the BackgroundPOV (e.g. Linked Forms).
 Example: Year, Period and Entity are not defined in the BackgroundPOV of this linked form
 BackgroundPOV=S#XXXXXX.W#.V#.I#[ICP Top].C1#XXXXX.C2#XXXXXX.C3#[None].C4#[None] POVOrder=Scenario,Year,Period,View,Entity,Value,Account,ICP,Custom1,Custom2,Custom3,Custom4 HideInPOV=View,Custom3,Custom4 C1=A#005000.C2#@Cur R1=I#[ICP None] ...
2. Keep this data form and open another form where you change the POV, e.g. to the prior year/period.
3. Go back to the first data form and refresh (or submit data or add a member).
4. The data now refers to the POV of the second data form, but the POV bar still shows the original setting.
