Failed to Reload Data for Data Set While trying to Connect to 11.2.0.4 Database in Oracle Analytics Server 6.4 (Doc ID 2862604.1)

Symptoms

Failed to reload data for Data Set in Oracle Analytics Server 6.4 while trying to connect to 11.2.0.4 database, and the issue can be reproduced at will with the following steps

1. New clean installation OAS 6.4

2. Data -> Datasets -> Reload Data

3. Popup Window 'Reload Data' with the following messages

       The Data Set XXX s queued for reloading and will complete in the background.
       To check its reload status, go to Inspect and click the History tab

4. A few seconds later, pop up window with the following messages

       Our mistake, please try again!
       It looks like we did something wrong. Please try again, but if the problem persists know that we ar trying hard to make the product perfect.
        > Show Details

5. Click Show Deails then

       ERROR: Failed to fetch the reload status for the Dataset 'DATASET NAME' due to [OAC-DATALOAD] Error while getting run information.

Note: Jobs Schedules also fail with the same error messages.
