Symptoms

Oracle Analytics Server 5.9 Cluster Setup on Windows 2019.

Everything works ok; however, the Managed Server fails to start in MSI mode when AdminServer is down in Node1 or Node2. Though MSI mode by default is turned on for Managed Servers.
