HFM Application Doesn't Open "An error occurred initializing management API" (Doc ID 2874580.1)

Symptoms

A nightly restart of HFM JAVA and HFM Web Services are scheduled in the HFM servers. When the HFM application is opened every morning customer receives the same error "An error Occurred initializing management API". Once application is closed and reopened users can access without any errors. At times, HFM application only opens without error when services are restarted and servers are rebooted.
