Applying Oracle Analytics Server Patch 34110850 Fails With "This Patch Is Not Needed" Message (Doc ID 2883154.1)

Symptoms

In an Oracle Analytics Server (OAS) environment, Java SE 8 was upgraded to the latest version, and multiple patches were applied, including:-

1. libOVD Patch 34065178 (for FMw Infrastructure homes)
2. WLS April 2022 PSU: Patch 34012040 "WLS PATCH SET UPDATE 12.2.1.4.220329"
3. OAS April 2022 BP: Patch 33969073 "OAS BUNDLE PATCH 5.9.0.0.220316"

 The one-off OAS Patch 34110850 "AFTER APPLYING PATCH 34012040, BI-SECURITY DEPLOYMENT FAILS TO START" for Release 5.9.0.0.220316 was downloaded, and confirmed from the following in the README file:

Product Version : 5.9.0.0.0 + patch 33969073(mandatory)

 On applying the OAS Patch 34110850, the following messages are returned:

Skip patch 34110850 from list of patches to apply: This patch is not needed.
After skipping patches with missing components, there are no patches to apply.
OPatch Session completed with warnings.

 In the <ORACLE_HOME>\cfgtoollogs\opatch\opatch<date-time>.log, see conflict messages are observed like the following:
