Cannot Open Rules Files In Essbase Administration Services (Doc ID 2886140.1)

Symptoms

While opening a Rule files in the EAS console, it asks for Encoding "Please select the encoding for your file" once "English (Latin1)" is selected , it opens but everything is greyed out.
