Symptoms
When using any interface to Search Users in Analytics and DV (Permissions assignments, Agents, etc) You receive an error
Soap invocation to security service failure.
Could not fetch the data
Internal Server Error
BISecurity oracle.bi.security.identity.OPSSIdentityStore: searchUsers] LDAP: Error Code 11 - Administrative limit exceeded SOAP invocation to Security Servie Failur. HTTP Error Code: 500

This issue occurs in many locations:
1. Open any area where you search for users
2. Search users in Catalog or other assignments
3. Assigning user in Agents
