Creating or Modifying an Agent Fails With [nQSError: 76015] After Upgrade to Oracle Analytics Server (Doc ID 2893173.1)

Symptoms

An in-place upgrade was done from OBIEE 12c to OAS 5.9. 

On saving an agent after creating or modifying an agent, or on running an existing agent, the following error occurs:-  

          Oracle Analytics Scheduler Error: [nQSError: 76015] The active Oracle BI Scheduler instance in the cluster could not be determined.
