EPM: Weblogic Services Fail to Start after Installing 11.2.8 or Applying Release Updates (Doc ID 2894631.1)

Symptoms

Weblogic services fail to startup after installing 11.2.8 or applying Release Updates

The Oracle ... service on the Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs

Various errors found in Opatch logs in MIDDLEWARE_HOME\cfgtoollogs\opatch. File name will based on date time of update, opatchYYY-MM-DD_HH-MM-SS.log.

The MIDDLEWARE_HOME files referenced in the error may no longer exist after the patch fails and attempts to rollback.

Note that the rollback process fails to properly rollback and the MIDDLEWARE_HOME folder can contain many unexpected folders with names starting with "oracle."
