OPMN CTL Not Starting (Doc ID 2897959.1)

Symptoms

While performing in-place upgrade of Oracle Business Intelligence Enterprise Edition (OBIEE) 11.1.1.7 to 11.1.1.9.0 version on Windows platform, at the time of software upgrade of OBIEE 11.1.1.7 to 11.1.1.9, the error below pops up though all the OBIEE services are stopped.

Error in writing to file
'[Middleware_home]\Oracle_BI1\opmn\bin\msvcr71.dll'
The process cannot access the file because it is being used by another process


If this error is skipped and upgrade is continued, OPMNCTL STARTALL at the time of reconfiguration of the domain will fail.
