OPMN CTL Not Starting

While performing in-place upgrade of Oracle Business Intelligence Enterprise Edition (OBIEE) 18.104.22.168 to 22.214.171.124.0 version on Windows platform, at the time of software upgrade of OBIEE 126.96.36.199 to 188.8.131.52, the error below pops up though all the OBIEE services are stopped.
The process cannot access the file because it is being used by another process
If this error is skipped and upgrade is continued, OPMNCTL STARTALL at the time of reconfiguration of the domain will fail.
