nQSError: 12061 Communication Error Connecting To Remote End Point In OAS While Running Dashboard Reports

Symptoms
OAS - Issue after upgrading Java as part of Jan 2023 OAS bundle patch upgrade.
As part of the Jan Bundle patch upgrade, Java is upgraded to Java SE 8 Update 361 but then reverted back to previous Java version.
All the services are coming up with no issue. Users can login to OAS analytics/dv.
But the dashboard reports are failing with the following error
Error Details
Error Codes: OPR4ONWY:U9IM8TAC:U9IM8TAC:U9IM8TAC
State: HY000. Code: 10058. [NQODBC] [SQL_STATE: HY000] [nQSError: 10058] A general error has occurred. (HY000)
State: HY000. Code: 12002. [nQSError: 12002] Socket communication error at call=connection: (Number=111) Connection refused (HY000)
State: HY000. Code: 12061. [nQSError: 12061] Communication error connecting to remote end point. (HY000)"
DV connection to the database also failing. Subject areas are not showing up while creating analysis.
Connection from sql plus client on the same machine as the OAS setup is working ok. There is no connectivity issue with DB host and port. Curl test to DB host and port is successful from the same OAS machine.
BI end points were verified, they are all ok.
Changes
Prior to OAS Jan 2023 bundle patch Java upgrade and rollback, OAS October 2022 bundle patch was also applied partially and then due to conflict the patches were rolled back.
