When Phase1 is Promoted in Process Control, all other Phases are Promoted to the Same Level (Doc ID 2938875.1)

Symptoms

When a user starts Phase 1, all subsequent phases are set to "First Pass." When a user promotes a phase to Review Level1, all subsequent phases are also promoted to Review Level1. This is not typical behaviour.

When a user starts or promotes a phase, just that phase should be effected. The other phases should be kept in the same state. What is the source of this problem?
