Nodemanager Fails To Start OBIS Component And Returns JPS-00250 Error (Doc ID 2942297.1)

The database hosting the RCU Schemas for an OBIEE 12c instance was upgraded from Oracle Database 12c to Oracle RAC Database 19c.

The OBIEE 12c database connections were updated as per the steps in:
    How To Change Your OBIEE Connections When You Have Moved Your RCU Database To A New Host (Doc ID 2177562.1)
    >> Cloning The Database Where The Original RCU Schemas Are Held To Move Them To A New Oracle Database

On running the <DOMAIN_HOME>/bitools/bin/ command, all WLS servers and OBIEE components start except for OBIS, and the following error is returned:

Received error message from Node Manager Server: [Server start command for OBIS server 'obis1' failed due to: [Unexpected exception from Plugin: java.lang.RuntimeException: Failed to get environment JPS-00250: OPSS is already pre-started.]. Please check Node Manager log and/or server 'obis1' log for detailed information.]. Please check Node Manager log for details.

The JPS-00250 error only is observed in the nodemanager and AdminServer logs, that is, no other / additional (ORA-, TNS- etc.) errors are observed.

No errors are observed in the OBIS out logfile, and no entries are written to the OBIS diagnostic logfile.
