EPM 11.2.13, ApplyUpdate.ps1 Received Error: "JDK Is Being Held By Another Process.", now ApplyUpdate.ps1 does not Extract Patches (Doc ID 2945539.1)

Symptoms

Applying EPM 11.2.13, received error due to running EPM process:

PS>.\ApplyUpdate.ps1 d:\oracle\middleware

Validating ORACLE_HOME..

Validation of ORACLE_HOME passed

    Directory: D:\oracle\middleware\EPMSystem11R1\diagnostics\logs\install

Creating ApplyUpdateDetail-Wed.26.04.2023-12.43.37.log as it does not exist

JDK is being held by another process. Please stop all Oracle EPM services before starting 11.2.13 Release Update


After stopping running process, ApplyUpdate.ps1 exists without applying patches:

PS> .\ApplyUpdate.ps1 d:\oracle\middleware
Validating ORACLE_HOME..
Validation of ORACLE_HOME passed

Checking ApplyUpdateDetail log shows:

2023/04/26 12:56:38 ERROR Error Message: The term 'd:\oracle\middleware\jdk\bin\java.exe' is not recognized as the name of a cmdlet, function, script file, or operable program. Check the spelling of the name, or if a path was included, verify that the path is correct and try again.
