Encoding Issue When Migrating Applications From Essbase 11.1.2.4 To Essbase 21c (Doc ID 2945741.1)

Symptoms

When migrating from Essbase 11.1.2.x to Essbase 21c, some files are not converted to UTF8.  For example calc scripts, rules files, report scripts, etc., are not converted automatically when using the -forceutf8 or -converttoutf8 options.  The issue is with special characters, especially with Europeans characters.
