OAS: Restoring Snapshot Fails with 'An error occurred restoring the snapshot' (Doc ID 2949530.1)

Symptoms

In a new installation of Oracle Analytics Server (OAS) 6.4, imported a snapshot (BAR) file from an Oracle Business Intelligence 12c version. While restoring the snapshot (BAR) file in OAS it fails with below error:

"An error occurred restoring the snapshot" and the details display "ECID: XXXXX-XXXX-XXXX-XXXX-XXXXX-XXXX Error code: SAC_BAR_10000"

The RPD_Offline_CSS_Content_Plugin.log details the following error:
